Requires county school superintendents to notify the Arizona Department of Education within two business days if a school district commits an overexpenditure, or face professional development requirements and potential removal from office.

Authorizes the Department of Education to independently determine overexpenditures under section 15-905, subsection L and notify the county school superintendent, requiring the same actions as if the superintendent had provided notice.

Empowers county school superintendents to review operations and finances of school districts within their county to monitor for overexpenditures.

Prohibits county school superintendents from drawing warrants for expenditures exceeding budgeted amounts unless the Department of Education provides written notification that budget capacity exists.

Establishes that county school superintendents who fail to notify the department of overexpenditures more than once are guilty of unprofessional conduct and subject to removal from office upon court order.
