Amends Arizona Revised Statutes Section 46-803 to modify eligibility criteria and requirements for child care assistance programs administered by the Department of Economic Security.

Modifies subsection J to allow the department to waive work requirements for persons enrolled full-time in accredited educational institutions or employment training programs leading to vocational, technical, trade certifications, or associate/bachelor's degrees when reasonably related to employment goals.

Changes language from "receiving full-time child care assistance and who is" to "for" a person enrolled in qualifying education or training programs, clarifying eligibility for child care assistance during educational pursuits.

Maintains existing income thresholds (165% federal poverty level, 85% state median income) and waiting list prioritization based on poverty level percentages, with priority given to families at or below 100% federal poverty level regardless of time on waiting list.

Preserves existing provisions for case review frequency (not more than once per year), reporting requirements to legislative budget committee, and referral requirements for child support enforcement and workforce services.
