Establishes the Joint Committee on Capital Review (JCCR) consisting of 14 members, including Senate and House appropriations committee chairs, majority and minority leaders from both chambers, and four appointed members from each appropriations committee.

Allows the Senate minority leader to appoint a designee to serve in their place on the JCCR.

Designates the Senate appropriations committee chair as JCCR chairperson from the first day of the first regular session to the first day of the second regular session of each legislature.

Designates the House appropriations committee chair as JCCR chairperson from the first day of the second regular session to the first day of the next legislature's first regular session.

Requires the JCCR to meet as often as members deem necessary, with a majority of members constituting a quorum for conducting business.
