Establishes a paid family and medical leave study committee consisting of 20 members appointed by legislative leaders, the governor, and including representatives from counties, cities, businesses of various sizes, worker organizations, educators, and state agencies.

Committee cochairs must be one from the Senate and one from the House, representing different political parties, with members eligible for expense reimbursement under Arizona law.

Committee must meet at least three times to review the joint legislative budget committee evaluation, consult with school districts on leave requirements, analyze paid leave programs in other states, and hear testimony from affected entities and the public.

Committee shall require the joint legislative budget committee to evaluate the governor's paid parental leave pilot program and provide recommendations on implementation, pilot program structure, and draft legislation with suggested appropriation amounts.

Committee must submit a preliminary report by December 31, 2025, and a final report by March 1, 2026, to state officials and the Secretary of State; the committee is repealed June 30, 2026.
