Prohibits higher education institutions in Arizona from receiving state monies in any fiscal year in which they offer one or more courses on diversity, equity and inclusion.

Directs the state treasurer, Arizona board of regents, and department of administration to withhold state monies from institutions that offer such courses.

Defines "course on diversity, equity and inclusion" as any course including materials or instruction relating to critical theory, systemic racism, microaggressions, implicit bias, intersectionality, gender identity, social justice, allyship, or race-based/gender-based diversity, equity or inclusion.

Includes courses that promote the idea that colorblind laws or policies perpetuate oppression or that students are biased based on race or sex.

Excludes from the definition courses that merely identify or discuss historical movements, ideologies or instances of racial hatred or discrimination such as slavery, Indian removal, the Holocaust and Japanese-American internment.

Applies to universities under the Arizona board of regents and community colleges as defined in statute.
