Establishes an air quality permitting coordination committee consisting of directors from the Department of Environmental Quality and air quality departments in Maricopa, Pima, and Pinal counties to meet quarterly and review permit consistency across jurisdictions.

Requires the committee to submit annual reports to the governor, legislature, and relevant committees beginning December 31, 2026, detailing committee activities, findings, and recommendations.

Mandates that by July 1, 2026, the Department of Environmental Quality and each county air quality department must adopt equivalent general air quality permits for source categories where other jurisdictions already have permits and three or more qualifying sources exist in their jurisdiction.

Requires development and publication of guidance on plantwide applicability limits and general air quality permits by all permitting entities, including consistent formatting, eligibility criteria, and standardized monitoring procedures.

Specifies 11 source categories (aggregate processing, bulk gasoline facilities, cotton gins, grain operations, landfills, mineral processing, oil and gas facilities, printing operations, remediation projects, and wood processing) that must have general permits if more than three qualifying facilities exist in a jurisdiction.

Repeals the temporary provisions of this section effective December 31, 2027.
