Prohibits persons from receiving compensation for referring individuals to others for veterans' benefits advice or assistance.

Requires written agreements signed by all parties before providing paid veterans' benefits services, including specific terms and a mandatory twelve-point font disclosure stating the service is not affiliated with the Arizona Department of Veterans' Services or U.S. Department of Veterans Affairs.

Prohibits initial or nonrefundable fees; limits compensation to contingent fees based on actual benefit increases, capped at five times the amount of the veteran's increase.

Prohibits guaranteeing specific benefits, charging fees for claims filed within one year of active duty release (unless veteran acknowledges in writing), advertising without required disclosures, employing medical providers for secondary examinations, using international call centers for veteran data, or gaining direct access to veteran personal information.

Violations are treated as unfair or deceptive trade practices; civil penalties collected are deposited into the State Homes for Veterans Trust Fund.
