Amends A.R.S. § 38-511 to exclude the federal government and federal agencies from the definition of "any other party" when determining conflict of interest violations in state contracts.

Allows the state, political subdivisions, and their departments or agencies to cancel contracts without penalty if a person involved in creating the contract is simultaneously an employee, agent, or consultant to the other party, unless that other party is the federal government.

Clarifies that "political subdivisions" does not include entities formed or operating under Arizona Title 48, Chapters 11, 12, 13, 17, 18, 19, or 22.

Maintains existing provisions allowing the state to recoup fees or commissions paid to conflicted parties and requiring contract notice provisions.
