Amends Arizona Revised Statutes section 36-2803.01 to add an exception exempting nonprofit medical marijuana dispensaries unable to open due to local ordinance restrictions from the 18-month opening deadline requirement.

Retroactively applies the amendment to December 31, 2022, allowing dispensaries that missed the deadline due to local ordinance barriers to maintain their registration certificates.

Requires a three-fourths vote of both the Arizona House and Senate for passage due to constitutional requirements related to voter-approved medical marijuana provisions.

Designated as an emergency measure effective immediately upon passage.
