Establishes a problem gambling fund within the Department of Gaming, funded by $1,300,000 annually from state lottery revenues and fees from event wagering operators.

Requires licensed event wagering operators offering both mobile and retail wagering to pay a quarterly problem gambling fee set at a minimum of 3% of adjusted gross annual event wagering receipts.

Directs the problem gambling fund to support prevention and treatment of problem gambling and gambling addiction, as well as education programs related to problem gambling.

Amends event wagering operator licensing requirements to allow the Department of Gaming to immediately release background investigation materials to any member of the legislature upon written request.

Increases Arizona Competes Fund allocation from $1,750,000 to $3,500,000 annually from state lottery revenues, effective June 30, 2027.
