Amends Arizona Revised Statutes section 13-3408 regarding possession, sale, manufacture, and transportation of narcotic drugs.

Changes the mandatory sentencing threshold for fentanyl sales from 200 grams to 9 grams, establishing a minimum 5-year sentence (presumptive 10 years, maximum 15 years) for first-time offenders selling at least 9 grams of fentanyl.

For repeat offenders previously convicted of fentanyl sales involving 9 or more grams, establishes a minimum 10-year sentence (presumptive 15 years, maximum 20 years).

Maintains existing penalties including mandatory fines of not less than $2,000 or three times the value of drugs involved, whichever is greater, with no judicial discretion to suspend fines.

Preserves existing probation eligibility, drug testing requirements, and community restitution obligations for drug offense convictions.
