Requires the Department to submit annual reports to the governor, legislature, and joint budget committee by September 1 each year detailing underground storage tank revolving fund preapproval applications, including total monies preapproved, dollar amounts per application, and undistributed funds.

Establishes a one-year deadline for applicants to submit reimbursement applications and required documentation to the department after completing work, with a February 1, 2026 deadline for projects approved before September 1, 2025.

Eliminates reimbursement eligibility for applicants who fail to timely submit reimbursement applications for eligible costs under the underground storage tank program effective September 1, 2025.

Maintains existing noncorrective action tank site improvement funding limits: up to $300,000 per site, with separate caps for system compliance ($200,000), tank removal ($25,000 per tank plus $15,000 for contaminated media), release confirmation ($20,000), and baseline assessments ($40,000).
