Removes reference to section 5-230 from the racing regulation fund statute to clarify that license fees are deposited separately in an unarmed combat subaccount.

Establishes an unarmed combat subaccount within the racing regulation fund for deposits of unarmed combat event revenues, with license fees deposited directly into this subaccount per section 5-230.

Allows commercial racing permittees to deduct an additional 0.5 percent regulatory assessment from pari-mutuel pools in fiscal year 2025-2026 for in-state and out-of-state wagering.

Permits first-time starter horses to race in 2025-2026 with only gate approval and at least two timed workouts, with one workout being an out-of-the-gate workout conducted within 60 days of the race.

Allows liquor producers and wholesalers to sponsor and advertise at concerts held at temporary extensions of licensed on-sale retailers' premises through June 30, 2027, if the temporary venue has more than 1,000 occupancy and is adjacent to a multipurpose facility.
