Amends prior capital outlay appropriations for highway projects in fiscal years 2022-2023, 2023-2024, and 2027-2028, reducing and reallocating funding for Interstate 10 and Riggs Road projects.

Appropriates $41,400,000 from the state general fund in fiscal year 2025-2026 to the Department of Transportation for right-of-way acquisition, utility relocation, and construction of an overpass at Riggs Road and State Route 347.

Appropriates $458,770,000 from the state highway fund for fiscal year 2025-2026 to plan and construct state highways, acquire rights-of-way, and provide field administration on construction projects.

Appropriates $21,913,500 for building renewal and maintenance across multiple state agencies in fiscal year 2025-2026, with funds from the state general fund, capital outlay stabilization fund, and other sources.

Appropriates $44,340,700 from the state aviation fund in fiscal year 2025-2026 for planning, constructing, and improving state, county, city, and town airports, and removes exemption from joint committee on capital review for certain projects.
