• Sets capital outlay stabilization fund rental rates for fiscal year 2025-2026 at $17.87 per square foot for office space and $6.43 per square foot for storage space in state-owned buildings.

• Transfers state sovereign land parcels in Mohave County (four described parcels along the Colorado River) from the State Land Department to the City of Bullhead City for perpetual park and public recreation purposes.

• Requires the State Land Commissioner to deliver a properly signed and recorded deed to the City of Bullhead City within 30 days of the act's effective date.

• Prohibits the transferred land from being sold, exchanged, or bartered.
