Prohibits state agencies from employing officers or employees whose compensation is paid in whole or in part by private monies, with exceptions for the Department of Public Safety, Department of Environmental Quality, and public universities under the Arizona Board of Regents.

Changes the "Arizona Commission of African-American Affairs" to the "Arizona Office of African-American Affairs" throughout Arizona Revised Statutes sections 41-531 through 41-534.

Directs the Department of Administration to consult with and accommodate the policies of legislative budget units when implementing the department's personnel and financial data management system during fiscal year 2025-2026.

Requires all unrestricted federal monies received between July 1, 2025 and June 30, 2026 to be deposited in the state general fund for essential government services.

Suspends budget stabilization fund requirements for fiscal years 2025-2026, 2026-2027, and 2027-2028, eliminating the ten percent limitation and prohibiting transfers of surplus monies to the general fund during fiscal year 2025-2026.
