• Excludes the Department of Transportation from mandatory participation in the state motor vehicle fleet program, allowing it to control its own vehicle purchases, leasing, and rentals.

• Establishes the Statewide Infrastructure Trust Fund administered by the State Treasurer to fund development and construction of transportation projects using appropriated monies and nonfederal gifts or grants, subject to Joint Committee on Capital Review approval.

• Creates the Advanced Air Mobility Fund to purchase advanced air mobility vehicles for testing and demonstration purposes and to construct vertiports, subject to Joint Committee on Capital Review approval.

• Establishes the Statewide Transportation Innovation Fund to provide grants to for-profit and nonprofit entities for transportation innovation programs providing service to 15 or fewer passengers, including manually driven or autonomous vehicles.

• Requires the State Treasurer to report all transportation innovation program applications to legislative transportation committee chairpersons and hold public meetings upon request to review applications and receive legislative recommendations.
