Prohibits local authorities and state agencies from using photo enforcement systems to identify violators of traffic laws related to speeding, failure to obey traffic control devices, or related ordinances.

Repeals existing statutes (28-1202 through 28-1206 and 28-1602) that previously governed photo enforcement system operations and procedures.

Removes the definition of "photo enforcement system" from the general definitions section (28-601) and creates a new standalone prohibition in section 28-1202.

Prevents unarmed police aides, private contractors, and traffic investigators from serving process on citations issued through photo enforcement systems.

Submits the measure to Arizona voters at the next general election for approval as a ballot proposition, with legislative intent to keep law enforcement in the hands of trained officers rather than private entities.
