Amends Arizona Constitution Article V, Section 12 to adjust state legislator salaries annually on January 1 based on inflation or deflation using the Consumer Price Index published by the U.S. Department of Labor, with adjustments taking effect the second Monday in January each year.

Establishes that legislator salaries shall be the most recently voter-approved amount, adjusted annually for inflation/deflation, rather than being subject to the existing commission on salaries process.

Maintains the existing commission on salaries for elective state officers (composed of five members appointed by the governor, president of the senate, speaker of the house, and chief justice) to make recommendations on pay for other state elected officials.

Requires the Governor to make recommendations to the legislature regarding non-legislative state officer salaries based on the commission's report, which become effective unless the legislature enacts different rates or either house disapproves within the specified timeframe.

Directs the Secretary of State to submit this constitutional amendment proposition to voters at the next general election for approval.
