Proposes amendment to Arizona Constitution Article IX adding Section 26 to prohibit vehicle miles traveled (VMT) taxes and monitoring.

State and local governments prohibited from imposing any tax or fee based on vehicle miles traveled by any person in a motor vehicle.

Prohibits state and local governments from enacting rules or laws to monitor or limit vehicle miles traveled unless the person voluntarily consents to such monitoring or limitation.

Exempts interstate agreements for administering fuel taxes or registration fees for commercial vehicles operating in multiple states and motor vehicles owned/operated by government entities.

Secretary of State shall submit proposition to voters at next general election per Article XXI of Arizona Constitution.
