AZ SCR1007

Proposes constitutional amendment to Article IV, Part 1, Section 1 of Arizona Constitution regarding initiative and referendum powers.

Prohibits electors from proposing a referendum on municipal zoning changes approved by a city or town governing body with at least 75 percent vote, unless a tax incentive is connected to the zoning legislation.

Maintains existing initiative and referendum procedures, including signature requirements (10-15 percent of qualified electors depending on measure type) and filing deadlines.

Requires constitutional amendment measures to achieve 60 percent voter approval and other measures to achieve simple majority approval to become law upon governor's proclamation.

Directs the Secretary of State to submit this proposition to voters at the next general election.
