Requires municipal common councils to obtain a two-thirds vote before levying or imposing any increase in assessments, taxes, or fees.

Requires county boards of supervisors to obtain a two-thirds vote before levying or imposing any increase in assessments, taxes, or fees.

Establishes that regulation of local government assessment, tax, and fee increases is a matter of statewide concern and cannot be subject to further local regulation.

Directs the Secretary of State to submit the proposition to voters at the next general election for approval under Arizona Constitution Article IV, Part 1, Section 1.
