Proposes constitutional amendment to Article IX, Section 22 requiring a two-thirds affirmative vote in both legislative houses for any act providing a net increase in state revenues.

Applies to new taxes, tax rate increases, reduction of tax deductions or credits, increases in state fees or assessments, new administratively set fees, changes in tax allocation among state and local governments, and combinations thereof.

Governor's veto of a qualifying revenue measure requires a three-fourths affirmative vote in both houses to override.

Exempts revenue increases from inflation, assessed valuation changes, and local government taxes, fees, or assessments from the voting requirements.

Requires each affected act to include a separate provision describing the two-thirds vote requirement and directs the Secretary of State to submit the proposition to voters at the next general election.
