AZ SCR1011

Proposes an amendment to Article X, Section 4 of the Arizona Constitution relating to state trust lands management and disposal procedures.

Requires all trust lands and their products (leases, timber, etc.) to be appraised at true value before being offered for sale or disposal.

Prohibits sale or disposal of trust land for less than the appraised value and establishes a minimum price requirement; requires any credit sales be accompanied by adequate security.

Clarifies that legal title does not pass until the full consideration has been paid.

Requires voter approval at the next general election and proclamation by the Governor to take effect.
