Amends Arizona Constitution Article X, Section 5 regarding the minimum price for sale of state trust lands.

Replaces fixed dollar amounts ($3 per acre for general lands and $25 per acre for irrigable lands) with "true appraised value" as the pricing standard.

Clarifies that irrigable lands cannot be sold for less than their true appraised value based on susceptibility of irrigation.

Updates language to replace "which are" with "that are" for grammatical consistency.

Requires submission of the constitutional amendment to voters at the next general election.
