Renames the "Corporation Commission" to the "Arizona Public Utility and Corporation Commission" throughout the Arizona Constitution.

Updates statutory language in Article XIV and Article XV to replace outdated terms like "upon" with "on" and modernizes references such as changing "ten dollars" to "$10" and "one hundred dollars" to "$100".

Restructures Article XV, Section 5 to create a separate Department of Insurance and Financial Institutions with its own director appointed by the governor with senate consent, removing insurer licensing from the corporation commission's authority.

Makes minor grammatical and stylistic corrections throughout the constitutional provisions governing the corporation commission's powers over public service corporations, rates, investigations, and enforcement.

Requires the legislative council to prepare conforming legislation if voters approve this amendment, which will be submitted at the next general election.
