Proposes amendment to Article II of Arizona Constitution by adding Section 38 establishing a constitutional right to a clean and healthy environment, including pure water, clean air, healthy ecosystems, and stable climate.

Grants all persons, including future generations, the right to preservation of natural, cultural, scenic and healthful qualities of the environment.

Declares that public natural resources (waters, air, flora, fauna, climate) are common property of all people in present and future generations, with the state and political subdivisions serving as trustees.

Requires the state and its political subdivisions to conserve, protect and maintain natural resources for the benefit of all people.

Makes these environmental rights inherent, inalienable, indefeasible, and self-executing; requires submission to voters at the next general election.
