Requires initiative and referendum ballot measures to appear on the November election ballot in odd-numbered years only, rather than at the next regular general election.

Eliminates the merit-based judicial appointment system (sections 36-38 and 40-42) for appellate courts and trial courts statewide.

Restores partisan election of superior court judges in counties with populations under 250,000 persons at November elections in odd-numbered years, with governor appointments to fill vacancies until the next odd-year election.

Maintains merit-based appointments for superior court judges in counties with populations of 250,000 or more, with provisions for transition of currently serving judges.

Proposes these constitutional amendments for voter approval at the next general election.
