Prohibits Arizona government entities from using donations (monetary or in-kind) from foreign nationals for election administration purposes.

Requires persons and vendors providing election administration services to certify annually to the Secretary of State under penalty of perjury that they have not knowingly received donations from foreign nationals, with updates required within 5 business days of obtaining new information.

Prohibits foreign nationals from directing, dictating, or controlling decision-making regarding ballot measure activities, and requires persons/entities/committees involved in ballot measures to certify they have not knowingly received contributions or in-kind goods/services from foreign nationals exceeding $100,000 in the preceding 4 years.

Establishes enforcement mechanisms allowing the Attorney General to seek injunctions and damages of at least $5,000 per knowing violation, and permits qualified electors and state officers to bring civil actions for injunctive relief and $1,000 per day damages until compliance.

Requires recordkeeping of ballot measure expenditures for two years following the election cycle and requires contributors to ballot measure campaigns to provide written certification within 48 hours that they are not foreign nationals.
