Proposes constitutional amendment to Article IX, Section 21 to repeal expenditure limitation provisions for school districts while maintaining limitations for community college districts.

Removes aggregate expenditure limitation for all school districts that previously required the economic estimates commission to determine and publish limitations by May 1 each year.

Removes provisions allowing legislature to authorize school district expenditures exceeding limitations through concurrent resolution with two-thirds vote.

Eliminates school district-specific exclusions from local revenues including proceeds from property sales, capital levy amounts, and self-supporting commercial services revenue.

Amendment applies to fiscal years beginning after June 30, 2027, and requires voter approval through general election.
