Proposes to amend Arizona Constitution Article IX, Section 21 to change the baseline year for calculating school district aggregate expenditure limitations from fiscal year 1979-1980 to fiscal year 2026-2027.

Modifies the aggregate expenditure limitation calculation by multiplying the adjusted result by 1.10, establishing a 10% cap on aggregate local revenue expenditures for all school districts combined.

Changes the deadline for publishing the aggregate expenditure limitation from May 1 to before May 1 of each year and updates cost-of-living determination language to align with current statutory terminology.

Applies to fiscal years beginning July 1, 2027 and later, with the measure submitted to voters at the next general election per Arizona Constitution Article XXI.

Makes technical corrections to constitutional language including updating references from "prior to" to "before" and adjusting subsection numbering related to school district versus community college district provisions.
