Proposes an amendment to Arizona Constitution Article IX, Section 21 regarding school district and community college district expenditure limitations.

Makes technical corrections to existing constitutional language, replacing "prior to" with "before," "upon" with "on an," and "which" with "that" throughout the section.

Modifies the definition of "local revenues" to exclude amounts received from the sale, lease, or rental of school property "for any period of time" and excludes revenues from additional state transaction privilege tax rate increments authorized by voters before January 1, 2001.

Requires the Secretary of State to submit the proposition to voters at the next general election per Article XXI of the Arizona Constitution.
