Repeals sections 15-752, 15-753, 15-754, and 15-755 of Arizona Revised Statutes relating to English language education program requirements.

Requires public schools to ensure English language learners receive high-quality education, master English, and access research-based language programs, with parents granted legal standing to sue for enforcement and recover attorney fees and compensatory damages.

Mandates the state board of education adopt research-based and evidence-based structured English immersion and alternative instruction models with minimum daily English language development hours: 120 minutes for K-5 and 100 minutes for grades 6-12.

Authorizes school districts and charter schools to establish dual-language immersion programs for both native and nonnative English speakers with community and stakeholder input.

Submits the measure to voters at the next general election as a proposition requiring voter approval to become law.
