Requires counties to provide on-site tabulation of early ballots at voting locations during the Saturday, Sunday, and Monday before election day, allowing voters who appear in person with their early ballot to have it tabulated on-site after presenting photo identification

Shortens the in-person early voting deadline from the Friday before election day to the Monday before election day for voters appearing at early voting locations

Eliminates emergency voting centers and the emergency voting provision that previously allowed voters experiencing unforeseen circumstances to vote between Friday evening and Monday afternoon before election day

Establishes new ballot return deadlines: early ballots deposited at voting locations must be received by 7:00 p.m. on the Friday before election day (rather than election day), unless the voter presents valid photo ID for on-site tabulation

Requires logic and accuracy testing of electronic ballot tabulating equipment used for on-site tabulation to occur within 50 days before election day, and mandates that chain of custody procedures for in-person early ballots match those for election day voting beginning in 2027
