Extends the deadline for mailing sample ballots from 11 days to 14 days before primary and general elections in most Arizona counties

Counties containing a United States Postal Service processing and distribution center may continue mailing sample ballots 11 days before elections

Requires the Secretary of State to annually determine and publish a list of counties that do not contain a USPS processing and distribution center

Changes the prohibition on using appointed or elected public officers' names on sample ballot return addresses from mandatory ("shall not") to permissive ("may not")

Applies to both primary election ballots (Section 16-461) and general election ballots (Section 16-510)
