Prohibits Arizona public school libraries from using public funds to pay dues or fees to professional library associations that promote, support, and advocate for libraries, librarians, and information services

Applies to school libraries, individual school sites served by those libraries, and school governing bodies

Exempts county free library districts, municipal libraries, and other entities that contract with public schools for library services from this prohibition

Allows contracted library service providers to maintain their own memberships in professional library associations while still serving public schools

Designates the legislation as the "Library Freedom Act"
