AZ HB2009

Prohibits committees organized to influence Arizona constitutional amendment ballot propositions from accepting or using contributions from foreign nationals, including foreign governments, foreign corporations, and U.S. entities with 5% or more foreign ownership by a single foreign entity or 20% or more aggregate foreign ownership

Requires committees to verify contributors are not foreign nationals through sworn certifications, return prohibited contributions within 10 business days of discovery, and file disclosure reports showing the percentage of in-state versus out-of-state funding

Mandates committees receiving more than 20% of funding from nonresidents or out-of-state entities to include a prominent disclaimer stating the out-of-state funding percentage in all campaign materials

Exempts contributions from federally registered political committees (if compliant with federal law), independent expenditures made without coordination, and volunteer services from non-foreign nationals

Establishes knowing violations as a class 1 misdemeanor with civil penalties up to three times the prohibited contribution amount, enforceable by the attorney general or county attorney
