Expands Arizona's "water supply development" definition to include snowpack augmentation conducted under Title 45, Chapter 9, making these projects eligible for Water Infrastructure Finance Authority funding.

Adds "projects" alongside "facilities" throughout the water supply development definition, broadening the scope of what can be planned, designed, built, or developed with state financing.

Amends Section 49-1201 of the Arizona Revised Statutes relating to the Water Infrastructure Finance Program.

Makes a minor grammatical correction changing "for purposes of complying" to "to comply" in the wastewater treatment facility definition.
