Removes the exemption that previously excluded Arizona Department of Water Resources (DWR) appealable agency actions from the streamlined licensing decision appeal process under Title 45

Allows licensees in DWR proceedings to accept an administrative law judge's decision as final within 10 days, bypassing further agency review

Grants DWR licensees the same appeal rights as other regulated entities, including the meet-and-confer process when agency heads intend to reject or modify administrative law judge decisions

Amends section 41-1092.08 of Arizona Revised Statutes governing administrative procedures for final administrative decisions and review
