Prohibits the Director of the Department of Water Resources from adopting rules that would apply groundwater restrictions under section 45-576.08 to cities or towns in the Phoenix Active Management Area that have already received a designation of assured water supply

Requires the director to review the physical availability of groundwater and stored water for each city or town in the Phoenix Active Management Area with an existing assured water supply designation within 30 days of the act's effective date

Amends section 45-576.09 to limit the director's authority to extend certain groundwater management requirements to designated water providers in the Phoenix area
