Adds a new protection preventing parents, guardians, or custodians from being charged with child abuse or neglect solely because they cannot provide supervision, food, clothing, shelter, or medical care due to a lack of financial resources

Amends Arizona Revised Statutes section 8-201.01, which already contains similar protections for parents using Christian Science treatment, refusing psychiatric medication, or seeking behavioral health placements for children

Creates a financial hardship exception to child neglect determinations, requiring that inability to provide basic necessities must stem from factors beyond just insufficient funds to constitute neglect
