Allows particle accelerator radiation therapy in rural Arizona counties (population under 400,000) and critical access hospitals to operate under general supervision rather than requiring an authorized user on-site during procedures

Requires registrants to establish written protocols for each radiation therapy procedure, with annual reviews documented by signature

Mandates an authorized user observe each radiation therapy technologist at least every six months to verify adherence to protocols

Requires an authorized user to be on-site and available for consultation at least once every five working days

Excludes "special procedures" (five or fewer fractions or doses greater than 6 Gy per fraction) from general supervision allowance, and declares this an emergency measure effective immediately
