Requires cities, towns, and private water companies in initial active management areas that have assured water supply designation and receive Central Arizona Project water to limit water loss to 10% or less of total water entering their distribution system

Sets a goal of 8% or less water loss as a best management practice for these water providers

Allows water loss calculations to be based on either a single calendar year or a three-year rolling average

Makes minor formatting changes throughout Section 45-568 to replace "per cent" with "percent"

Applies to the fifth management period (2020-2025) of Arizona's groundwater management plan for initial active management areas
