Expands the definition of "water provider" under Arizona's Water Infrastructure Finance Program to include multi-county water conservation districts for replenishment purposes under Title 48, Chapter 22, Article 4.

Multi-county water conservation districts would become eligible to receive loans and financial assistance from the Water Infrastructure Finance Authority for water supply development projects.

Makes a minor technical correction changing "for purposes of complying" to "to comply" in the definition of wastewater treatment facility.

The bill was prefiled on December 12, 2025 for the 57th Legislature's Second Regular Session in 2026, introduced by Representatives Griffin and Lopez.
