Establishes the Brackish Groundwater Recovery Program Fund within the Water Infrastructure Finance Authority to provide matching dollars for brackish groundwater recovery and desalination projects outside initial active management areas

Limits matching fund awards to $1 per $3 of total capital expenditures per qualifying project, with only one project selected per request for proposals

Caps administrative and staffing costs at 10% of fund monies, with the fund continuously appropriated and exempt from standard appropriation lapsing provisions

Requires the authority to adopt rules establishing minimum project criteria, bidder qualifications, and evaluation standards including cost-effectiveness, water supply reliability, and aquifer impacts

Adds brackish groundwater recovery projects to the list of eligible uses for Arizona's Long-Term Water Augmentation Fund to create new potable water sources within state boundaries
