Creates a voluntary state certification program for lactation care providers administered by the Arizona Department of Health Services, with certificates valid for two years and renewable.

Recognizes five types of approved certifications including international board-certified lactation consultant, certified lactation counselor, certified lactation educator, indigenous lactation counselor, and other nationally accredited certifications approved by the department.

Requires applicants to be at least 18 years old, hold an approved certification or meet department training requirements, pay applicable fees on a sliding scale, and possess a valid fingerprint clearance card.

Establishes a Lactation Care Providers Community Advisory Committee of at least nine members to advise on scope of practice, core competencies, and rule development.

Explicitly states certification is not required to practice as a lactation care provider in Arizona and prohibits state and local governments from giving preference in public contracts to certified providers.
