Allows cities and towns with populations between 2,500 and 10,000 persons that did not exceed 2% average annual growth over the prior decade to voluntarily submit new general plans to voters for ratification, if their current general plan was previously voter-approved.

Applies to municipalities whose current general plan was already approved by voters, giving them the option to continue the voter ratification process for new plans.

Maintains existing mandatory voter ratification requirements for cities over 10,000 population and for smaller fast-growing municipalities exceeding 2% average annual growth.

Makes minor technical corrections throughout the statute, replacing outdated language like "such" with "the" and updating grammatical phrasing.
