Prohibits physicians and health professionals from providing gender transition procedures, including puberty-blocking drugs and cross-sex hormones, to individuals under 18 years of age in Arizona.

Bans referrals by health professionals to other providers for gender transition procedures for minors.

Prohibits use of public monies, state/county facilities, and Arizona Health Care Cost Containment System (AHCCCS) coverage for gender transition procedures for minors.

Establishes enforcement mechanisms including professional discipline for violations, a private right of action allowing individuals to sue until age 38, and authority for the attorney general to bring enforcement actions.

Takes effect April 1, 2027, with the delayed implementation intended to allow minors currently receiving treatment time for medication tapering under physician care.
