Allows developers who applied for certificates of assured water supply in the Phoenix Active Management Area between January 26, 2021 and August 31, 2023 to request review of their pending applications if no certificate has yet been issued

Requires municipal water providers to calculate excess groundwater delivered annually to parcels covered by these certificates and offer 25% of that amount as long-term storage credits to the Central Arizona Groundwater Replenishment District

Mandates the Central Arizona Groundwater Replenishment District may purchase offered storage credits at a price not less than the average per-acre-foot price paid over the preceding five calendar years

Applications originally supported using the 2006-2009 Salt River Valley regional model or the 2006 Lower Hassayampa Sub-basin groundwater flow model shall be deemed to meet physical availability requirements for groundwater

Declares an emergency measure effective immediately, with the provisions repealing December 31, 2028
