Modifies Arizona's assured water supply requirements by establishing new depth-to-water thresholds for determining physical availability of groundwater in active management areas

Sets the Pinal Active Management Area's groundwater depth limit at 1,100 feet below land surface, and the Phoenix Active Management Area's limit at 1,000 feet below land surface

Requires the Department of Water Resources to find groundwater physically available if their model shows the annual volume of unreplenished groundwater at the exact point of withdrawal equals or is less than the depth to bedrock or the area-specific limits

Removes language tying "sufficient groundwater" determinations to replenishment district boundaries, instead applying standards at the active management area level

Adds the volume of unreplenished groundwater that an applicant proposes to use as a factor the director must consider when determining depth to water for certificates of assured water supply
